SOUTHERN INDIANA — Our Southern Indiana Regional Development Authority (RDA)
will host a public meeting at 10 AM on Friday, March 13, 2026, at Ivy Tech Community
College–Sellersburg in Ogle Hall, Community Room 179, where recommended
reallocations of READI 2.0 funding will be announced.
The recommendations follow a public meeting held on March 6 at Ivy Tech Community
College–Sellersburg, during which 22 projects submitted through the READI 2.0
reallocation process were presented by project leads from across the region. The
proposals focused on housing, infrastructure, workforce development, quality-of-place
investments, and economic development.
Dana Huber, Our Southern Indiana RDA Chair, said the breadth of proposals reflects
both the momentum and collaboration happening across Southern Indiana
communities.
“The projects show the depth of vision communities across Southern Indiana have for
their future,” Huber said. “From housing and workforce development to infrastructure
and quality-of-place investments, each proposal represents a commitment to
strengthening our region and creating places where people want to live, work, and
invest. The READI program continues to help us think and act regionally, and we look
forward to sharing the funding recommendations with the public on March 13.”
Projects presented to the RDA included:
Bellevue Village
Project/Program Owner Contact: Kelly Scott, Director of Housing, Rauch, Inc.
Bellevue Village proposes development of a community-centered campus including a
shared community building for nonprofit organizations and accessible walking trails
designed to serve individuals of all abilities.
Charlestown Landing Blight Elimination Project
Project/Program Owner Contact: Mayor Treva Hodges, City of Charlestown
The City of Charlestown proposes the removal of blighted structures and redevelopment
of the Charlestown Landing area to prepare the site for future economic and community
development.
City of Salem Splash Pad Park
Project/Program Owner Contact: Mayor Justin Green, City of Salem
This project proposes construction of a splash pad park and recreational gathering
space to enhance family-friendly amenities and strengthen quality of place in Salem.
City of Salem Water Line
Project/Program Owner Contact: Mayor Justin Green, City of Salem
The project would expand and upgrade municipal water infrastructure to support future
development and improve service reliability in the City of Salem.
Clark Regional Airport Educational and Administration Center

Clark Regional Airport proposes development of an educational and administrative
center to support aviation workforce training and operational expansion.
Edwardsville School Community Center Located in Gateway Villages

This project proposes renovation of the former Edwardsville School into a community
center that will serve residents of the Gateway Villages development and surrounding
Floyd County neighborhoods.
From Foundation to Future: The Renewal of Pfau Hall

Ivy Tech Community College seeks support for continued modernization of Pfau Hall on
the Sellersburg campus to expand healthcare training labs and workforce education
space.
IU Southeast Monon South Freedom Trail Gateway Project

The project would create a gateway trailhead and connection point at Indiana University
Southeast for the Monon South Freedom Trail.
Jefferson County Animal Shelter

Jefferson County proposes construction of a new animal shelter facility that would also
support veterinary education partnerships with Ivy Tech.
Madison Indiana’s Music City Amphitheater

The City of Madison plans to construct a permanent outdoor amphitheater venue to
support tourism, events, and regional entertainment.
Maker13 STEM Expansion

Maker13 proposes expansion of STEM training programs and equipment to support
regional workforce development and advanced manufacturing education.
Pierce-Polk Fire Station

This project proposes construction of a new fire station facility to improve emergency
response coverage and public safety in the Pierce–Polk area.
Salem High Density Housing

The development proposes new high-density housing units to expand residential
options and support workforce housing needs in Salem.
Scottsburg SR56 Industrial Development
Project/Program Owner Contact: Scott Adams, DC Develop
This project seeks to prepare industrial-ready land along State Road 56 in Scottsburg to
support business attraction and job creation.
South Clarksville Riverfront Mixed Use District
Project/Program Owner Contact: Tammi Gibson, Economic Development Director,
Town of Clarksville
Clarksville proposes development of a mixed-use riverfront district featuring housing,
commercial space, and public amenities.
Star Valley Event Center

The Town of Borden proposes development of a regional event center to support
tourism, entertainment, and community events.
Telegraph Hill Rykers Ridge Sewer

This project would expand sewer infrastructure serving the Telegraph Hill and Rykers
Ridge areas while improving long-term utility reliability.
The Museums of Southern Indiana Working Together to Preserve
Project/Program Owner Contact: Curtis Peters, Vintage Fire Museum
This initiative proposes collaboration among regional museums to strengthen
preservation of Southern Indiana history and expand coordinated programming.
The Padgett District Redevelopment
Project/Program Owner Contact: Claire Johnson, Redevelopment Director, City of
New Albany
The project proposes redevelopment of the Padgett District in downtown New Albany
with new housing, commercial space, and adaptive reuse of historic structures.
Town of Greenville Sewer Expansion Project
Project/Program Owner Contact: Stephen Webb, Superintendent, Town of Greenville
Greenville proposes sewer infrastructure expansion to support residential growth and
improve wastewater service capacity.
Updated Borden Sellersburg Wastewater Cooperative Segment 4, Phase 1
Project/Program Owner Contact: Charlie Smith, Town Manager, Town of Sellersburg
This regional infrastructure project proposes construction of sewer lines and a lift station
serving the Sellersburg Town Center District and supporting future development.
Westin Woods Scottsburg
Project/Program Owner Contact: Paul Eckert, Temple & Temple Excavating and
Paving
The Westin Woods project proposes development of a 14-unit high-density single-family
housing community designed to expand workforce housing options in Scottsburg.
Following the March 6 project presentations, the RDA began the evaluation and scoring
process for the READI 2.0 reallocation submissions that will culminate in funding
recommendations being presented publicly on March 13. Ultimately, the Indiana
Economic Development Corporation (IEDC) has final determination of which projects
receive reallocation funding. A timeline for that to occur has yet to be announced.
During the March 6 meeting, the RDA also addressed additional business, including
approval of the January 12, 2026, regular meeting minutes, consideration of a READI
2.0 project resolution for Georgetown Parks Improvements totaling $1,499,163, financial
actions related to READI 1.0 and READI 2.0 claims and fund drawdowns, and updates
from financial, legal, and administrative partners. Updates included progress reports on
READI 1.0 projects, current READI 2.0 initiatives, and the Lilly Endowment Inc. Arts and
Culture initiatives.
